Mine Tugay was born in Konya, where her family had moved due to her father's work. She attended Yeni Levent High School and developed an interest in acting during her teenage years. Tugay's first acting experience came in 1997 with her role in Büyük Kulaklı Küçük Ayı, performed at the Masal Gerçek Theatre. Around the same time, she began taking acting lessons at the Müjdat Gezen Arts Center. Mine Tugay's professional acting career began in the theater, with notable performances in adaptations of Twelfth Night and Kuşlar Meclisi in 2003, thanks to the guidance of Işıl Kasapoğlu. Her role in the play Mem and Zin further established her as a talented stage actress. Tugay transitioned to television with a supporting role in the TV series Gülbeyaz in 2003, followed by roles in Adı Aşk Olsun and her cinematic debut in Gönül Yarası in 2004. While pursuing her master’s degree in Advanced Acting at Bahçeşehir University, she continued acting in TV series such as Aliye and Aşk Her Yaşta. Her television career flourished with leading roles in Gülpare and Benden Baba Olmaz. In 2009, she starred in TRT 1's Aynadaki Düşman and later joined the popular series Behzat Ç. Bir Ankara Polisiyesi in 2011 as chief commander Suna. In 2012, Tugay gained attention for her role as Bahar in Kanal D's Öyle Bir Geçer Zaman ki. Her breakthrough came with her portrayal of Ender Serez in Star TV's teen drama Medcezir. Although her character was written out after the first season, she earned significant recognition for her performance. Tugay continued her career with leading roles in series like Kalp Hırsızı and Paramparça. She also appeared in Çilek Kokusu and received acclaim for her role as Şeniz Karaçay in Zalim İstanbul between 2019 and 2020.
