Ebru Özkan spent her early childhood in Ankara, where she completed her primary education. She then moved to Nevşehir for her secondary and high school education. After graduating high school, she settled in Istanbul, embarking on a journey that would shape her acting career. Özkan began her university education as a scholarship student at Bilkent University. However, she later transferred to Ankara University's School of Language and History – Geography, where she earned her degree. Her passion for acting was evident from a young age, as she started her theater education during primary school. She even wrote a play titled Milli Piyango.

Ebru Özkan's acting journey began during her university years when she appeared in the TV series Gözyaşı Çetesi and the fantasy children's series Kara İnci. Alongside acting, she also pursued modeling. Her breakthrough role came with her portrayal of Halide in the TV series Hanımın Çiftliği, based on a classic novel. This role brought her widespread recognition and marked the beginning of a successful television career. She later played significant roles in series such as Not Defteri as Suna and Hayatımın Rolü, where she starred alongside Haluk Bilginer in a Turkish adaptation of Mrs. Doubtfire. From 2014 to 2017, Özkan starred as Dilara in the acclaimed drama Paramparça, which spanned three seasons. She continued her success with roles in Şahin Tepesi, an adaptation of Falcon Crest, where she played Melek, and the Turkish adaptation of House, M.D., Hekimoğlu, as İpek Tekin. Her performance in Hekimoğlu earned her the Best Actress award from the Radio and Television Journalists Association, presented by President Recep Tayyip Erdoğan in 2021. In subsequent years, Özkan starred in Hakim, a Turkish adaptation of Your Honor, and appeared in the Disney+ series Ben Gri alongside Timuçin Esen. In 2023, she portrayed the mystical character Çavgeş in Netflix's original series Şahmaran.
